Commenting on the Government’s proposals for a statutory register of professional lobbyists published on 20 January, Chair of the Association of Professional Political Consultants (APPC), Helen Johnson, said:
“The APPC welcomes today’s consultation on the introduction of a statutory register for professional lobbyists. The consultation provides a unique opportunity to ensure that all those who lobby in a professional capacity meet the same standards of transparency as APPC member consultancies that have completed a voluntary register of their lobbyists and clients for more than 15 years.
“The one thing that the APPC has not been able to do is to extend its register beyond consultancies. Of the 3132 organisations registered on the EU transparency register, only 330 are consultancies or consultants: the vast majority are companies, trade associations, trade unions, think tanks, charities, law firms, etc. The profile is likely to be similar in the UK. A statutory register can reach the 90% of organisations that lobby professionally that are not consultancies.
“We shall now consult members before making a full response to the consultation. As a membership organisation, that’s the right way to proceed.
“We should also reflect that proper lobbying—the provision of timely, accurate and relevant information to the institutions of government—is a crucial aid to good policy formation and law making by Parliament and the Government.”
