This week has seen new allegations about the conduct of a firm of professional lobbyists and the claims made by one of its representatives about that firm’s relationships with ministers and senior government officials. These allegations have once again brought the issues of lobbying transparency, ethical lobbying and governance into the spotlight.
Lobbying is part of any democratic process. What's crucial, however, is that the lobbying activity is undertaken in an open and transparent fashion.

The UK Public Affairs Council (UKPAC) register of lobbyists is now open. Today, UKPAC - established in response to the recommendations made by the Public Administration Select Committee - has taken a huge step toward creating a single register for lobbyists.
This note sets out an outline for the role and governance of the UK Pulic Affairs Council. It builds on the Issues Paper published in May 2009, drawing on, where relevant, responses recieved to that consultation and other points that have been rasied since.
