Standards & Privileges Committee Report on APGs
The report from the House of Commons Committee on Standards and Privileges on Lobbying and All Party Groups was published recently and many of the points made in APPC’s submission have been taken on board. The recommendations to improve transparency in the support of All Party Groups are in accord with APPC’s core principles.
The Report of the Parliamentary Commissioner for Standards is a balanced adjudication on six complaints made by The Times. The three it does uphold involve a single consultancy which is not a member of APPC.
The APPC represents and regulates the vast majority of political consultants. We strongly promote and adhere to the principle of transparency. As the Commissioner says, this is what should and what in the vast majority of cases does underpin the relationship between our clients and All Party Groups and the political process more generally.
The Commissioner’s Report also makes plain that lobbying makes a positive contribution to democracy. It is a vital part of policy-making that those with specialist knowledge – companies, charities, NGOs, trades unions, individuals and others – contribute to the process. That is what lobbying makes possible.”
